Multi-Agency Review Team
The Multi-Agency Review Team (MART) is a team of federal and state regulatory staff working together to streamline the permitting process for Puget Sound Basin habitat recovery projects. The MART uses a facilitated, coordinated interagency approach to move projects through the entire permit process expeditiously and efficiently.

The intent of the MART is to promote and implement habitat restoration as quickly and efficiently as possible within the Puget Sound Basin.

Federal and state agencies in coordination with local agencies work with applicants to concurrently process permits to save time and effort.

About the MART
The Multi-Agency Review Team (MART) is a working group of the Puget Sound Federal Leadership Task Force (PSFLTF). The PSFLTF is a 16 federal agency group that collaborates with the Tribes and Washington State agencies on Puget Sound recovery actions and treaty rights. MART is a team of federal and state regulatory staff working together to streamline the permitting process for habitat recovery projects. The MART started as a 2-year pilot to test a facilitated, coordinated team approach to help permit ecologically beneficial restoration projects on marine shorelines. Due to its success, the MART is implementing this process and expanded its scope to freshwater restoration projects. Efforts focus on streamlining the federal permitting process in coordination with state and local permits.

Environmental Protection Agency (EPA), U.S. Army Corps of Engineers (USACE), National Marine Fisheries Service (NMFS), U.S. Fish and Wildlife Service (USFWS), Federal Emergency Management Agency (FEMA), WA Department of Fish and Wildlife (WDFW), WA Department of Ecology (Ecology), WA Department of Natural Resources (WDNR), Puget Sound Partnership, and coordinating with local jurisdictions.

Fish Habitat Enhancement Project (FHEP) - expedited Hydraulic Project Approval permit for fish enhancement projects.
Shore Friendly program - helps landowners replace bulkheads with softshore armor or restored shorelines.
