The Puget Sound Acquition and Restoration (PSAR) program is partially supported with funding from Washington’s Climate Commitment Act and Puget Sound. The CCA supports Washington’s climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health. Information about the CCA is available at www.climate.wa.gov.


In 2021, Governor Jay Inslee signed the Climate Commitment Act (CCA). The CCA created a program that requires the state’s largest polluters to reduce greenhouse gas pollution. Greenhouse gases, such as carbon dioxide and methane, trap the sun’s heat and are raising the temperature of the earth.

The CCA is the centerpiece of the state’s climate action efforts. Money from the program will support thousands of projects that reduce pollution and improve the environment. Some of that money has been and likely will be invested in projects to improve shorelines and waterways for salmon, which also benefit humans and can help reduce climate change.

For 2023, the first year in which CCA funds were available, PSAR received $10.1 million from the CCA out of the total Capital Budget appropriation of $59.2 million. This combined investment resulted in full funding of the PSAR program for the first time ever including 8 large scale capital projects!

Under the CCA, applicants for funding must share information about the proposed project with tribal partners and offer to discuss the project. In addition, State Agencies that administer grant programs that could receive CCA funding must offer consultation to federally recognized tribes.

The following project lists have been developed to support the notice requirements. Included is the initial project information from applicants in a list format, and a map of the projects that are moving forward in the grant round. The information will be updated after final applications are received after May 21, 2024. Projects may change from initial to final application.
